The Nigerian Communication Commission (NCC) and the UK Government’s Prosperity Fund’s Digital Access Programme would be speaking on the thorny issue of right of way for national infrastructure development.
The technical talk, which would be held virtually, by 2 pm, will be centred on the outcome of a technical study carried out by the UK body.
The UK Government’s Prosperity Fund’s Digital Access Programme engaged Greenfields Law Consultants to conduct the study on effective Right of Way (RoW) administration and issuance of planning permits for masts and towers in support of the NCC.
The aim of the study was to identify pragmatic policy and legal and regulatory Right of Way (RoW) and site build approval processes for adoption by all governments in Nigeria, to facilitate the uniform enhancement of broadband access and availability and the attainment of aspirations of the National Digital Economy Policy and Strategy 2019 and the National Broadband Plan 2020-2025.
The conference is constitutive of the UK Government’s Technical Assistance package in advancing policy and regulatory reforms on RoW to promote inclusive and sustainable digital access in Nigeria.
Various Stakeholders are expected at the Technical Conference tagged Effective Right of Way (RoW) Administration and Issuance of Planning Permits for Masts and Towers.
Participants will include the Minister of Communications and Digital Economy, Dr. Isa Ali Ibrahim (Pantami), Catriona Laing, British High Commissioner to Nigeria, Dr. Kayode Fayemi, Governor of Ekiti State and Chairman of Nigeria Governors Forum; and his colleagues, the governors of Plateau, Kwara, Imo, Katsina, Sokoto. The Executive Vice Chairman of NCC, Prof. Umar Danbatta will also attend and participate along with leaders and stakeholders in the telecommunications ecosystem, including leading lights of consumer advocacy groups.
