The focus on local internet traffic exchange—where data is exchanged domestically rather than routed through international links—is a strategic necessity for Nigeria’s digital economy, according to Muhammed Rudman, Managing Director of the Internet Exchange Point of Nigeria (IXPN).
Speaking at the AfriTECH 5.0 Forum in Lagos last week, Rudman described the strengthening of the local internet ecosystem as a national imperative for improving speed, security, and digital economic expansion.
Rudman explained that Internet Exchange Points (IXPs) facilitate this local exchange of data and offer several major advantages for users, businesses, and the national economy.
He said the most significant benefit to users is the dramatic reduction in latency—the delay in data transmission—achieved through local traffic exchange. Traditionally, most Nigerian internet traffic is routed through expensive, long undersea cables that can introduce delays of 150 to 300 milliseconds (ms). By contrast, the Local Peering Advantage provided by IXPN reduces latency to just 5 to 10 ms.
This improvement, Rudman noted, has a real-world impact: smoother video calls, lag-free online gaming, faster fintech transactions, and better performance for cloud-based services. The reduced latency, he said, directly enhances business productivity and the effectiveness of digital tools.
In addition to performance gains, Rudman highlighted the economic savings achieved by keeping data domestic. “Localizing traffic allows Nigeria to save hundreds of millions of dollars annually in international bandwidth costs,” he said, adding that such cost efficiency underpins the sustainability and growth of the national digital economy.
Another critical advantage is data sovereignty and security. Routing data through foreign infrastructure exposes the nation to unnecessary surveillance and security risks, Rudman said. Local traffic exchange ensures that Nigerian data remains under Nigerian jurisdiction, significantly reducing exposure to foreign interception and strengthening national control over digital assets.
He also emphasized that IXPs improve network resilience and business continuity. Heavy reliance on international cables, he warned, creates vulnerabilities. In the event of an undersea cable cut or failure, the existence of a robust local exchange ensures that essential domestic services continue to function. “This is the disaster-proofing benefit of local peering,” Rudman said. “Even when international connectivity is disrupted, locally hosted services—such as .ng websites and email—remain operational.”
To maximize these benefits, Rudman called on all stakeholders—policymakers, telecom operators, businesses, and global content providers—to deepen their commitment to local traffic exchange.
He urged the government to recognize Internet Exchange Points as critical national infrastructure, mandate public-sector peering, and create policies that incentivize local hosting. Similarly, telecom operators and Internet Service Providers (ISPs) should peer more aggressively, while global content providers such as Google, Meta, and Netflix are encouraged to deploy more local content caches to serve users directly from within Nigeria.
“Local traffic exchange is no longer a technical option,” Rudman concluded. “It is the cornerstone of Nigeria’s digital sovereignty, economic competitiveness, and national security—ensuring a faster, safer, and more sovereign digital future.”
