The Nigerian Communications Commission (NCC) has opened a public consultation on two draft regulatory frameworks aimed at strengthening Nigeria’s communications ecosystem and accelerating the deployment of ultra-high-speed wireless services over the next five years.
In a public notice issued under the Nigerian Communications Act (NCA), 2003, the Commission announced the release of a Draft Spectrum Roadmap for the Communications Sector (2025–2030) alongside Draft Guidelines on the Use of the 60 GHz License-Exempt Band for Multi-Gigabit Wireless Systems.
The notice, dated December 19, 2025, and signed by the NCC’s Head of Public Affairs, Mrs. Nnenna Ukoha, confirmed that both documents are available on the Commission’s website for public review.
According to the NCC, the five-year Spectrum Roadmap sets out its strategic approach to spectrum planning, allocation, and management between 2025 and 2030. The roadmap is designed to optimise spectrum utilisation, support the rollout of emerging technologies, expand broadband access, and align Nigeria’s communications sector with global best practices.
The Commission explained that the draft guidelines on the 60 GHz license-exempt band seek to provide regulatory clarity for the deployment of high-capacity, short-range wireless systems capable of delivering multi-gigabit speeds. The band is expected to play a key role in next-generation use cases such as high-density urban broadband, fixed wireless access, enterprise connectivity, and wireless backhaul.
Invoking Section 58 of the NCA, 2003, the NCC has invited network operators, equipment manufacturers, consumer groups, industry stakeholders, and members of the public to submit comments and recommendations on the draft documents.
Submissions are to be sent electronically to ygibrahim@ncc.gov.ng, yabdulkadir@ncc.gov.ng, and jdavid@ncc.gov.ng on or before Friday, January 16, 2025.
The Commission noted that stakeholder feedback will be crucial in fine-tuning the proposed frameworks to drive innovation, attract investment, enhance competition, and ensure sustainable growth of Nigeria’s communications sector.
